Terminal Handling and Storage Charges for ISO containers at CFS Rewari w.e.f.  01.03.2003.

 

 

(A)   HANDLING CHARGES

  1.    EXPORT
   a)  ICD STUFFING

Transporting empty container from ICD/CFS, positioning it for stuffing in CFS, either directly or through stack in CFS, unloading break bulk cargo (of any dimension and weight) from exporter’s truck preparing unloading tally sheet, carrying cargo and stacking it in CFS/Warehouse nominated slot, arranging for customs examination (opening/unpacking of packages and repacking them as per professional packing standards), weighing of cargo on weighing machine whenever required, stuffing of customs cleared cargo into containers as per standard norms, preparing stuffing tally sheet, affixing gateway port sticker, proper closing of container doors, loading customs sealed container on to trailers, and transporting loaded customs sealed containers to ICD for its onward movement to gateway Port.( inclusive of custom examination & sealing charges i.e. Rs. 700/- per TEU )

     b)   FACTORY STUFFING ( Export- out of cycle handling charges)

 

1. Loading of empty containers on the exporter's road trailer in the CFS yard.

3. Customs examination and sealing.

  1. IMPORT
a) ICD DE-STUFFING
  1. Transporting loaded container from ICD to CFS and positioning it for import examination and destuffing in CFS, either directly or through stack in CFS, Cutting seals of import containers, destuffing/stacking cargo (at nominated slots in CFS warehouse) of any weight, size and dimensions, arranging customs examination by opening/unpacking of packages and closing them after examination, weighing cargo on weighing machines, whenever required, loading of customs cleared cargo on importer’s arranged vehicles as per directions of CFS incharge. Irrespective of time interval, which may elapse between different parts of these operations, the work described in this para shall constitute one cycle of activity. (Inclusive of de-sealing and Custom examination charges i.e. Rs. 800/- per TEU)

          b)   FACTORY DE-STUFFING ( Import out of cycle handling charges)

 

1. Transportation of import container from ICD yard to CFS yard and unloading of the same from the trailer .
Rs. 400/- per TEU.
2. De-sealing and customs examinations.
Rs. 800/- per TEU.
3. Loading of customs cleared import container on to the importers trailer.
Rs. 300/- per TEU.
4. Unloading of the empty container from the trailer in the CFS yard (after factory de-stuffing)
Rs. 200/- per TEU.

(B)  TERMINAL SERVICE CHARGES

  1.   IMPORT
  1. Loaded Containers:

    Free time of 7(Seven) working days excluding the day of arrival from ICD. Thereafter, terminal service charges will be charged for the entire detention period (inclusive of all Sundays and HWC holidays) at the following slab rates:

    (i) TSCs for containers  

  2.         Day 1 to day 5      : Rs.100/- per TEU/day or part thereof

            Day 6    to day 12 : Rs.200/- per TEU/day or part thereof

            Day 13 onwards :  Rs.400/- per TEU/day or part thereof

TSC will be charged upto :

  1. Issue of job order in case of CONCOR movement for Factory Destuffing
  2. Physical removal of container from ICD gate in case of Party’s own vehicle.
  3. Date of destuffing in case of ICD destuffing.
  1. Cargo: Wharfage is leviable from the mid-night of the date of destuffing till the cargo is removed from the CFS (inclusive of all Sundays and HWC holidays).

                  (i) Wharfage charges :

   Day 1 to day 6      :   Rs.250/- per TEU/day or part thereof ;

   Day 7 to day 13   :   Rs.400/- per TEU/day or part thereof ;

   Day 14 onwards :  Rs.600/- per TEU/day or part thereof

CFS reserves the right to decide which import container and what kind of import commodities are to be de-stuffed in the CFS warehouse or in open space or when the cargo is to be left in container itself till final delivery is taken by the shipper or the Customs/ICD disposes off the goods following procedures laid down by CFS and specified in the Customs Act, 1962.

2. EXPORTS

(a)    Cargo

  1.  Free time : 2 working days including the day of arrival of first part of cargo in CFS.
  1. Thereafter, cargo wharfage will be levied as per following slabs till stuffing job order is obtained by the shippers/CHA. (inclusive of all Sundays and HWC holidays).

Day 1 to day 13   : Rs.100/- per TEU/day or part thereof;

Day 14 onwards : Rs.200/- per TEU/day or part  thereof

(b)  Containers

  1. Free time : Date of issue of stuffing  job order plus one working day.
  1.  Thereafter, Terminal Service charges will be levied as per loaded container rates given below in case it is not booked with ICD within one working day excluding the day of issue of stuffing job order (inclusive of all Sundays and HWC holidays).

Day 1 to day 5      : Rs.100/- per TEU/day or part thereof

Day 6 to day 12   : Rs.200/- per TEU/day or part thereof

Day 13 onwards : Rs.300/- per TEU/day or part thereof

 3. Empty container :

No Free time, Terminal Service Charges to be levied @ Rs.15/-   TEU/per day from the date of unloading or from the date of destuffing (in case of ICD destuffing).

(C)       EXPORT LCL CARGO HANDLING OPERATIONS

The surcharge on LCL containers will be charged @ Rs.500/- per TEU and Rs.1000/- per FEU.  A free time of seven working days will be given from the date of unloading of first shipment for completing the box and getting the stuffing job order issued.  After the expiry of the free period of 7 working days, the following charges will be levied:

Day 1 to day  8 thereof:        Rs.100/- per TEU per day or part thereof

            Day 9 onwards             :        Rs.200/-per TEU per day or part thereof

In case of LCL consolidation in the dedicated space, no wharfage will be charged. However LCL surcharge @ Rs. 500/- per TEU and Rs.1000/- per FEU respectively will be applicable.

A free time of one working day from the midnight of the date of issue of stuffing job order will be given for completion of the custom formalities and handing over the documents for booking of the export container. There after normal export loaded terminal service charge as mentioned will be levied. 

Dedicated reserved space for LCL cargo will be allotted @ Rs.50/- per sq. mtr. per month. A minimum of 50 Sq. mtrs of space and in its multiples there of can be booked for a minimum period of one month. 

However, dangerous cargo covered under the Red Tariff/IMDG will not be permitted to be consolidated in the Warehouse.

(D)   IMPORT LCL CARGO HANDLING OPERATIONS

The surcharge on LCL containers will be charged @ Rs. 500/- per TEU and Rs.1000/- per FEU.  A free time of two working days will be given from the date of unloading will be given to the shipping line for effecting Book delivery and obtaining the destuffing job order. There after terminal service charges as applicable on    loaded container will be charged.

A free time of two working days  (including the date of destuffing ) will be given   as free for completion of custom formalities and physical removal of the cargo from ICD. Thereafter warehouse service charges will be levied @ Rs 50/- per ton/ per day or part thereof of subject to a maximum of Rs 350/- per day/ per Bill of Entry or part thereof.

In case of LCL consolidation in the dedicated space, no wharfage will be  charged.  However LCL surcharge @ Rs. 500/- per TEU and Rs.1000/- per FEU respectively will be applicable.

However, dangerous cargo covered under the Red Tariff/IMDG will not be permitted to be consolidated in the Warehouse.

(E) CONTAINER CARRYING HAZARDOUS CARGO

A consignor intending to offer a consignment of dangerous goods for carriage in a container must give at least 48 hours prior notice about his intention and must get permission of HWC before bringing the container to HWC premises.  HWC reserves the right to refuse or accept any container carrying hazardous cargo, if in the opinion of HWC officials, it is not safe for carriage by rail for any reason whatsoever.

 20% surcharge on the TSC will be leviable on every container accepted for carriage of hazardous/dangerous cargo as defined in the Red Tariff of Indian Railways.  Such containers will be accepted on a pink Forwarding note only and the THC for handling these containers shall be double the normal rates. 

(F) CONTAINERS CARRYING OVER DIMENTIONAL CONSIGNMENTS (ODC)

For ISO containers carrying ODC projecting beyond the dimensions (length, width or height) a crane surcharge for each consignments would be Rs. 500/- per TEU or the actual charges incurred by HWC for handling such consignments, whichever are higher.

(G)       WHARFAGE ON SHUT-OUT CARGO/EXCESS CARGO

The wharfage will be leviable after expiry of free time @ Rs.50/- per ton or part thereof per day on FCL/LCL cargo.  The free time for Shut-out & Excess cargo will be as follows: 

1.  In case of shut out cargo the service charge will be levied from the date of booking of the container till the time shut out cargo is merged with some other cargo /removed from the CFS. No free time/ benefit of holidays in between will be given.

2.  In case of Excess cargo the service charge will be levied from the date of unloading of the cargo till the time it is merged with some other cargo/removed from the CFS. No free time/ benefit of holidays in between will be given.

(H)  OUT OF CYCLE HANDLING CHARGES

          (a) Single lift on/lift off of loaded containers     :           

Rs.300/- per TEU

          (b) Single lift on/lift off of empty containers       :           

Rs.200/- per TEU

(c) Loading the loaded container on to  Road trailer and transporting it to   ICD out of course       :       

Rs.400/- per TEU

(d)  Loading the empty container on to Road trailer  and transporting it to ICD out of course         :       

Rs.300/- per TEU

 

(I)   SHIPMENT CANCELLATION

In case of shipment cancellation no free time will be admissible. The charges in such cases will be levied @ Rs 50/- per ton or part thereof / per day or part thereof from the date of unloading of first part of the cargo till the date of removal of the cargo from ICD/CFS. No free time and benefit of holidays will be given.

(J)  LATE NOMINATION OF CONTAINER

Charges will be levied @ Rs 50/- per ton or part thereof / per day or part thereof on such cargo whose container has not been nominated by the Shipping line as on the date of carting. (In the case of part cargo, on the date of completion of the cargo in the warehouse). The charges will be taken from  the date of unloading of the cargo in the warehouse till the day of nomination of the container without any benefit of holidays.

(K)   MISDECLARATION

A one time penalty of Rs 800/- per TEU will be levied in case of any mis -declaration by the CHA/Shipper in the cargo declaration form. This penalty will be in addition to the trailer detention charge.

(L) STORAGE CHARGES FOR PUBLIC BONDED WAREHOUSE AT CFS, REWARI

  1. In case , the goods are not lifted within four weeks and an extension in storage is sought for, storage charges will be charged / calculated on weekly basis for a minimum area of 20 Sq. mtr.
  2. Insurance charges will be realised @ 5 paise per Rs. 100/- value of the goods and custom duty.

NOTE:

1.  All rates mentioned above are per TEU rates.  In case of 40 ft. containers, the rates charged will be double the rates of 20ft. containers, unless a rate for 40 ft. containers has been separately mentioned.

2   Terminal Handling Charges (THC) for all 20ft.  containers with gross weight between 24 -30 mt shall be 1.25 times the normal. THC for all categories of work involved in their handling. For containers weighing more than 30mt, THC will be double the normal THC.

3.     The scheduled rates for handling do not include any charges for use of sling cranes for handling import/export “break-bulk” cargo at any stage.  In case any consignment requires handling by such cranes, HWC shall levy an additional charge of Rs.500/- per TEU as crane surcharge.

 

    REBATE / CONCESSIONS TO CUSTOMERS BEYOND 13/8/07 TILL FURTHER ORDERS.
  1. No ground rent for parking of empty containers for 30 days. Thereafter Rs.15/- per TEU per day shall be charged.
  2. 25 % rebate on factory stuffing / de-stuffing with an additional rebate of 10 % if the business offered by the customers is more than 40 containers in a month.
  3. Extension of fee detention period from 7 to 30 days in respect of import containers.
  4. Tariff for hazardous cargo shall be charged at par with normal cargo.
